Shaping our strategic planning
We want our ākonga to achieve their educational and personal goals, enabling them to participate effectively as members of their communities. That means putting our ākonga at the centre of their learning by providing a flexible, personalised approach, so that they can choose when and where they learn.
Ki te tī ki te tā, ki te katoa. Anytime, anywhere, anyone.
Living Te Tiriti o Waitangi
Te Kura acknowledges Te Tiriti o Waitangi as Aotearoa New Zealand's founding document and the basis of a mutually beneficial relationship between Māori and the Crown. We place our work in the context of the Treaty principles.
Ensuring ākonga are at the centre of everything we do
This is the theme connecting every aspect of our planning. As Te Kura is free from some of the constraints of a face-to-face school, such as managing classes and timetables, teaching 'one ākonga at a time' remains the starting point for our relationship with every ākonga.
Delivering high-quality, future-focused teaching and learning
This is our core role. We are part of an educational system working to strengthen systems, structures, and practices to address and support learning needs for all ākonga in the 21st century.
Our Board of Trustees has identified five strategic whenu that represent what we want to achieve for our school community:
- Poipoi | Nurture climate-conscious kirirarau of a bicultural Aotearoa New Zealand
- Kauawhi | Include all ākonga in Te Kura's kaupapa
- Tāuteute | Engage ākonga through authentic, personalised learning
- Pūnaha auaha | Innovate digitally to support ākonga and kaimahi
- Ārahi | Lead and influence within the education eco-system
These strategic whenu, with their corresponding strategic aho areas and key mahi plans, ultimately contribute to delivering Te Ara Pounamu, our Big Picture-inspired approach to authentic, inclusive, and personalised learning.
Te Ara Pounamu ensures we put ākonga at the centre of everything we do.

Te Rautaki Reorua | Bilingual Strategy
Moving towards becoming a bilingual organisation is one of the key ways in which Te Kura can give effect to the principles of Te Tiriti o Waitangi. As the school with the largest number of ākonga Māori, we ensure those ākonga Māori feel comfortable, valued and are able to achieve their potential.
Te Kura has committed to Te Rautaki Reorua, which is our contribution to the revitalisation and sustainability of te reo Māori, in alignment with the education sector's Tau Mai Te Reo Strategy as a response to the Maihi Karauna.
The strategy is guided by four mātāpono:
- Te Uaratanga | Value
- Ariā o Te Reo | Visibility
- Āhuatanga Mahi | Participation
- Nekenekehanga | Progress
It is consistent with our values, teaching and learning philosophies, and all anticipated outcomes for kaimahi, ākonga, and their whānau.
The four mātāpono provide the framework to organise the key outcomes for the strategy.
Ko Ngā Mātāpono o Te Rautaki Reorua | Principles of the Bilingual Strategy
Te Reo Māori is embraced, valued and supported across Te Kura.
For a language to flourish it must be valued. Respecting and supporting te reo Māori as an official language of Aotearoa New Zealand is a good place to start. Uaratanga places an emphasis on the value of te reo Māori and supporting quality learning in and about te reo Māori.
Uaratanga recognises Te Kura's aspirations in becoming a bilingual organisation and commits to developing opportunities for Te Kura to demonstrate how it values te reo Māori.
Te Reo Māori is seen and heard across Te Kura.
Ariā o te Reo focuses on providing greater visibility of te reo Māori across Te Kura with kaimahi seeing, hearing and using te reo Māori regularly.
Visibility of te reo Māori includes visual displaying of Māori and English languages across Te Kura, establishing waiata groups, creating spaces for speaking te reo Māori, participating in events and competitions, offering formal and informal learning opportunities, and promoting the written use of te reo Māori.
A focus on increasing capability in understanding and speaking te reo Māori requires a range of opportunities for kaimahi to broaden their understanding of te reo Māori me ōna tikanga.
The aim of Āhuatanga Mahi is to provide initiatives and learning opportunities that engage Te Kura kaimahi to be able to use te reo Māori, to feel supported, and to support others.
Te Kura kaimahi plan their te reo Māori goals, and can track and monitor their progress. Nekenekehanga focuses on monitoring and tracking progress with learning and using te reo Māori across Te Kura.
The implementation of nekenekehanga provides crucial information on the level and depth of te reo Māori that currently exists at Te Kura. It will also give an indication of Te Kura's potential for growth, and a platform for measuring progress towards a bilingual future.
